unincorporated Sacramento County garage conversion questions

Must I replace parking after converting a garage in Sacramento County?

No. Sacramento County Zoning Code Table 5.11 says replacement parking is not required when a garage, carport or covered parking structure is converted with an ADU. Gov. Code 66314(d)(11) also bars a replacement-parking requirement.

Can a converted garage be paired with a detached ADU?

The County ADU guide (V8, Table 1, p. 2) allows one converted ADU, one new detached ADU and one junior ADU on a single-family or halfplex lot. The County's interim state-law guidance says it follows state law where its older Zoning Code table conflicts.

Does an existing garage conversion need a new setback?

Gov. Code 66314(d)(7) requires no new setback for an existing accessory structure converted to an ADU, including a structure rebuilt in the same location and dimensions. The County still reviews the project as a permit application.

Is this a permit, or a plan I can build from?

Neither. It is a screening from public records, not professional advice, and not a survey, soils report, appraisal, loan offer or permit; every number is an estimate. A licensed designer confirms the final plan, and your city or county gives final approval.
