What's different in Elk Grove

1,200 sq ft under City rules, 800 sq ft on the state path

Elk Grove's code lets a detached ADU reach 1,200 sq ft under the City's standards, with 4 ft side and rear setbacks and the zone's front setback. State law also gives a faster path for one detached ADU of up to 800 sq ft with 4 ft side and rear setbacks and no front setback, lot coverage or design rules. Our free check fits the 800 sq ft state path; a larger unit is a question for the Planning Division.

Elk Grove Municipal Code 23.90.040(F)-(G); Gov. Code 66323(a)(2)

A flood combining district that isn't in the online map data

The City's zoning code adds a flood (F) combining district in three parts: F100 (100-year floodplain), F200 (200-year floodplain) and F100/200 where both overlap. The City's online zoning data we can read carries no F areas, so even when FEMA's map shows low risk the report marks flood as unknown, and the Planning Division (916-478-2265) confirms. Where the 200-year flood would be more than 3 ft deep, the City has to make a flood-protection finding before it approves a project.

Elk Grove Municipal Code 23.42.040

Floodplain permits are limited in FEMA flood zones

If FEMA maps a lot in a special flood hazard area (an A zone), Elk Grove's flood code issues floodplain development permits only for non-habitable accessory structures and certain other development. A lived-in ADU there needs the City's confirmation first, so the report flags it instead of clearing it.

Elk Grove Municipal Code 16.50.050(B)

School fees start at 750 sq ft here, not 500

State law only bars school fees on ADUs under 500 sq ft, but Elk Grove Unified School District, which serves the whole city, exempts ADUs of 750 sq ft or less and charges $7.23 per sq ft on larger ones (rate effective July 1, 2026). The City's Measure A transportation fee is also $0 under 750 sq ft (its rows skip exactly 750 sq ft, which state law covers), so a unit of 750 sq ft or less avoids impact and school fees; permit and plan check fees still apply.

What our check reads in Elk Grove

Rules from Elk Grove ADU standards (EGMC Chapter 23.90); CA Gov. Code 66323; zoning from the Elk Grove zoning map and EGMC Table 23.27-1. Plus county parcel and assessor maps, CAL FIRE fire zones, FEMA flood maps, the California Geological Survey, the USDA soil survey, USGS elevation and Microsoft building outlines.

In Elk Grove the check fits the state-law path (800 sq ft) and stops at 'needs a closer look'; the City's flood combining district isn't on a map we can read, so the Planning Division confirms it. Rents and build costs are Sacramento-area estimates, labelled provisional.

Elk Grove ADU questions

How big can a detached ADU be in Elk Grove?

Up to 1,200 sq ft under the City's ADU standards in Elk Grove Municipal Code 23.90.040. State law (Gov. Code 66323) also gives a faster path for one detached ADU of up to 800 sq ft with 4 ft side and rear setbacks, which is the path our free check fits.

Is my Elk Grove lot in the City's flood combining district?

The F100/F200 flood combining district in Elk Grove Municipal Code 23.42.040 isn't in the City's online zoning data we can read, so our report marks flood as unknown even when FEMA's map shows low risk. Ask the City's Planning Division at 916-478-2265 to confirm before you design.

What fees does an ADU pay in Elk Grove?

State law (Gov. Code 66311.5) bars impact fees on an ADU of 750 sq ft or less, and Elk Grove Unified School District exempts ADUs of 750 sq ft or less from school fees, charging $7.23 per sq ft on larger ones. Permit fees still apply.

Does Elk Grove offer ready-made ADU plans?

Yes. The City's Building Division reviews detached ADU plan sets in advance under AB 1332 and posts them with the designer's contact details, which may shorten review. You still need a site plan and a building permit for your own lot.

Do I have to replace parking if I convert my garage?

No. State law (Gov. Code 66314(d)(11)) bars the City from requiring replacement parking when a garage or carport is converted or torn down for an ADU.

What's free, and what's in the $49 full report?

The free check gives the verdict from a 12-check property screening, your best move with the value it adds, the monthly rent and the cash you put in. The full report adds every option ranked, cost vs value ranges, concept floor layouts and site plan drafts, and every check with its sources. It is a one-time payment per property.

Is this a permit, or a plan I can build from?

Neither. It is a screening from public records, not professional advice, and not a survey, soils report, appraisal, loan offer or permit; every number is an estimate. A licensed designer confirms the final plan, and your city or county gives final approval.
